| The Main Responsibility of
Harbin Environmental Protection Bureau Harbin Environmental Protection Bureau is the main management department of the Government of the City. Its main tasks are: According to the law and the administration rule, to unite to supervise and to manage the environmental protection work of the whole city, to prevent and to control the pollution and other public nuisance, to protect and to improve the living and the ecological environment, to protect the body health of the citizens and to promote the economy and the society to coordinate continually and to develop healthily. I. It supervises and inspects the national and local environmental protection guide principles, policies, laws and rules and carries out and practises it correctly. It also draws up the environmental protection laws, rules and standards. It makes the relative polities to carry out the detailed rules and regulations and the standard files, and organizes to carry it out. II. It makes, organizes and carries out the environmental protection plans of the whole city. It participates in the social development plans of the city, the total plans of the city, the territory development rectification plans, the area development plans, industry development plans and the resources saving and comprehensive utilization plans. It also promotes the environmental protection, the economic construction, the city and the town construction and development coordinately. III. It responses the protection of water, atmosphere and soil environment of the city. It supervises and manages the prevention of some pollution including waste water, solid waste, noise, vibration, poisonous chemical medicine and the radiation of the electromagnetic wave. And it coordinates and directs the environmental comprehensive rectification work. IV. It organizes the environmental protection and management work which are managed by the city (these construction projects include new buildings, extension buildings, reconstruction projects and technology reform projects and all engineering constructions and nature recourses development projects which are possible to make pollution and damage to the environment). V. It responses the work of the supervision of the environment and the enforcement of the law. It organizes the team of the environmental Inspection and enforcement of the law. It also collects drain pollution fees, organizes the supervision and inspection on the circumstances of pollution that is sent by the pollution source in the area under its jurisdiction and operation circumstances on the administer equipment and investigates and handles the behaviour that disobeys the Environmental Protection Law and pollution accident according the law and it accommodates and handles the pollution dispute. VI. It organizes and makes the development plans of the environmental protection industries (including three environmental protection industries, the environmental project and software service industry, natural ecological protection industry), coordinates all the departments to develop the environmental protection industries, organizes and establishes the quality standard system of the environmental protection industry and the quality test and inspection organization and directs and carries out the quality inspection management by the National Environmental Protection Bureau (which is confirmed by the National Technology Supervision Bureau) VII. It coordinates the environmental protection work of the nature of the city comprehensively. It organizes, coordinates, supervises and inspects the protection work of the natural protection area, landscape tour area, enterprises of villages and towns and the agricultural ecological environment. VIII. It responses the management of the drain pollution fees. It supervises and carries out the utilization of the special fund of pollution management. It investigates and supervises the levy, management and utilization of financial revenue and expenditure of the drain pollution fees. IX. It organizes to develop the investment and the supervision work of the environment. It responses and manages the Market Environmental Supervision Web and the technology introduction of the management of the environmental science and technology. It organizes the research of the environmental science and the achievements of the environmental science and technology identify, choosing, communicating and spreading and applying of the accomplishment of the environmental science and technology. It spreads the goal communication on the aspect of the environmental protection. X. It responses the management of the environmental information. It directs the environmental protection work of the district and the county (the city). It takes charge of the daily work of the City Environment Committee.
